Is this a scam or life changing opportunity?

I recently filled out a form online about sweepstakes and contest/prize,and after couple weeks I got a doent of award payment data release suggesting that I need to confirm and state that I'm the identified person for the 1,400000.00 dollar in sweepstakes and I have to enclose one small fee of 19.99 dollar and send the doent to Issuances Office proceedings director P.O .Box 9000 east Meadow,NY 11554-9000 to claim the prize. when I read the doent I was mesmerized and at the same time I thought this could be a trick. They said my ID number matched the winning number in which I highly doubted. Everything and the domument seems legit and I need help to comfirm If this is life changing opportunity.........Please help.
